If a child has a BII in his/her IEP does that automatically mean that they will receive a trained BI?

If BI is written into the IEP, it depends on where it is written and how the service is stated. For instance, if the BI is simply in the Team Notes in the form of, 'the parent requested a BI for their child', then no support is required. If the BI is listed as more than Supervision of the classroom aides and it is written either on the accommodation list or the services page, then yes a BI should be provided for the agreed upon hours.
As for the 'training', there is no specification of what training looks like. Thus, some districts do a 20-30 minute orientation on disabilities and taking data and that constitutes the training. If you child needs specific training, it needs to be covered either in the Notes (with agreement from the district to provide it, not just a comment that it was discussed), on the accommodations page (with a statement of the purpose/outcome) or on the services page (with the purpose/outcome noted in the comments areas under the service).
An IEP is only as good as the details written into them. And, remember, if something gets missed, you can always call another IEP meeting and one has to be held within 30 calendar days, excluding any breaks greater than 5 school days.
